On the one hand, there is a tension between the need to deliver action at scale (multi-level) and the need to mobilise the capacities in a given place (place-bound). On the other hand, there is a tension between the need to facilitate collaborations among multiple actors (multi-actor) and the fundamental impact that leadership can have in actor-led initiatives (actor-led). These two tensions interact creating different possibilities for transformative adaptation. The inner ring represents different areas of intervention that configure the solution space to tackle the policy action gap and that bridge these two tensions.
