Governments and participating Observer Organizations are requested to nominate experts to serve as Coordinating Lead Author (CLA), Lead Authors (LA), and Review Editors (RE) of the
various chapters of the report. Governments and organizations are free to identify experts via any preferred national or institutional mechanism, but are requested to follow IPCC guidelines
for submitting complete nominations packages. Each government has a designated Focal Point who will communicate nominees to the IPCC. Nominated individuals should agree in advance to fulfill
the role for which they are nominated, should they be selected to do so by IPCC. The IPCC will review these nominations and make final decisions based upon the merit of the nominees. Given
the number of individuals that are typically nominated in this process, there is no guarantee that a nominee will be selected for participation.
