Gender

The IPCC through its Gender Policy and Implementation Plan is dedicated to mainstreaming gender in its work in an inclusive and respectful manner, where there is balance in participation, and all have equal opportunity.

At the 52nd Session of the IPCC in February 2020, the Panel adopted the Gender Policy and Implementation Plan.

The value of IPCC assessments comes from the voluntary participation of the world’s best experts, the open and transparent assessment process, and the interface between the international scientific community and policymakers. To continue to produce leading scientific assessments, the IPCC harnesses the best minds, but also utilizes the problem-solving power of diverse perspectives.

The IPCC Gender Policy is tailored to the unique mandate, modes of work, and governance structure of this organization.

The IPCC Gender Policy aims to:

  • Enhance gender equality in IPCC processes
  • Promote a gender-inclusive environment
  • Raise awareness of gender-related issues through training and guidance

The Gender Action Team (GAT)

The Implementation Plan outlines the actions that lead the IPCC towards achieving its vision that all regardless of gender have equal opportunity.

The  IPCC Gender Action Team (GAT) oversees the implementation plan. It aims to enhance gender equality in IPCC processes through monitoring, accounting for gender in decisions, including diversity in nominations and appointment. The team will ensure a gender-inclusive environment including in-meeting arrangements and support for participants, training and guidance for IPCC participants, sharing best practices and collaboration with partners.

The GAT oversees and monitors implementation and propose future refinements of the Gender Policy and the Implementation Plan to the Panel as needed, at least at the start of every cycle.

The GAT consists of elected members of the Executive Committee, a representative from the Secretariat and two members with appropriate expertise appointed by the IPCC’s sponsor organizations, the United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO).

Background

The Panel at its 47th Session in March, 2018 decided to establish the Task Group on Gender to develop a framework of goals and actions to improve gender balance and address gender-related issues within the IPCC. The Task Group on Gender presented its report at the 49th Session of the IPCC in May, 2019. At the same session, the Panel decided to establish a second task group, the Task Group on Gender Policy and Implementation Plan (TG-Gender).

The purpose of the new task group was to develop a draft IPCC Gender Policy and Implementation Plan for consideration by the Panel at its 52nd Session (Decision IPCC-XLIX-5) taking into account the Report from the IPCC Task Group on Gender and Gender-related issues.  It was requested to develop an implementation plan that would identify specific actions, tasks, roles and responsibilities, as well as modalities for monitoring, reporting progress on the execution, review, and possible future updates of the implementation plan, including budgetary implications.

Activities

As part of the mandate of the Implementation Plan activities will be undertaken to enhance gender equality and provide training and guidance on gender-related issues.
